The international standard for occupational health and safety management systems

01 Definition

ISO 45001 is the international standard for occupational health and safety management systems. It asks organisations to determine risks and opportunities systematically, put controls in place, involve their people, and evaluate how the whole thing works at regular intervals. In the Netherlands it replaced the earlier OHSAS 18001.

02 Why it matters

On competence the standard is concrete: the organisation has to determine what capability is needed, provide for it, and evaluate the effectiveness of what it does. That last word is where most organisations fall short, because recording attendance is not evaluation.

03 In practice

At an audit the question is rarely whether training took place. The question is how you know it worked. An organisation that can only show completion rates has no answer. One that can demonstrate that scores on a specific failure mode have risen, or that near-misses in a category have fallen, does.

Is ISO 45001 mandatory?
No, certification is voluntary. In practice, industrial clients set it as a requirement in tenders more and more often, which effectively makes it mandatory for anybody who wants to work in that chain.
What exactly does the standard ask about training?
It asks you to determine the competence needed, to provide for it through training or experience, to evaluate the effectiveness, and to retain documented information as evidence. Those four steps together, not only the third.
How do you demonstrate that training was effective?
By deciding in advance what should change and measuring that afterwards. It might be an assessment on the failure modes you set out to address, an observation at the workplace, or an indicator from the operation itself. The Kirkpatrick model offers a usable structure for it.
