The Dutch safety certification for contractors and their staff

01 Definition

VCA stands for Veiligheid, gezondheid en milieu Checklist Aannemers, the safety, health and environment checklist for contractors. It is a certification system through which companies demonstrate that they manage safety structurally, and through which individual employees demonstrate that they hold the basic knowledge for it. There are three company levels, VCA*, VCA** and VCA Petrochemicals, and two personal certificates: B-VCA for operatives and VOL-VCA for supervisors.

02 Why it matters

For work on industrial sites, VCA is in practice a condition of entry. Without a valid certificate an engineer does not get through the gate, however capable they may otherwise be. For clients it is the way to demonstrate that everybody on their site holds a minimum level of safety knowledge.

03 In practice

VCA covers the basics: hazard recognition, personal protective equipment, work permits, hazardous substances. What it does not cover is the specific installation somebody will be standing on tomorrow. An engineer with a valid VOL-VCA knows the principle of a work permit, but not your procedure, your zoning or your reporting route. That gap is exactly where site induction begins. VCA is the floor, not the ceiling.

How long is a VCA certificate valid?
A personal B-VCA or VOL-VCA certificate is valid for ten years, after which a new examination follows. Company certification is checked more often: an interim audit annually and a full recertification every three years.
Does VCA replace the site induction?
No, and clients confuse the two regularly. VCA tests general safety knowledge that applies everywhere. Site induction is about what is different at this location: the zoning, the alarms, the escape routes, the procedures that apply here. Both are needed and neither replaces the other.
Can VCA training be delivered digitally?
The examination runs through an accredited examination body and we are not a party to that. The preparation can certainly be digital, and it often works better than a classroom day: candidates learn at their own pace and in their own language, which noticeably raises the pass rate among staff who do not speak Dutch as a first language.
