The choice of tooling mostly determines what maintenance will cost. A tool you build in quickly but do not control yourself produces material you have to outsource again at every change of procedure. So the first question is always who will be working in the file two years from now.
We deliver not just modules but the templates they were made in, the agreements on terminology, and the quality checks we use ourselves. Ask every supplier for the source files and for a licence that lets you open them, ours included.
What we emphatically do not do is throw everything over the fence. In practice a split works: your team handles wording changes, updates and new variants; we handle 3D, animation, complex simulation and the annual review of the set.

Sensible
Where procedures change regularly. Where several sites need their own variants. Where somebody internally can take this on and actually enjoys it.

Where nobody has the time or the appetite, in which case it stays at good intentions. For content made once that stays unchanged for years.
We earn less from a client who can do it themselves, and this is still usually our advice. Material that never gets updated convinces nobody within two years, and then we are at the table anyway with a new project nobody wanted to pay for.
