Lockout/Tagout/Tryout, isolating energy sources during maintenance

01 Definition

LOTOTO stands for Lockout/Tagout/Tryout and is a safety procedure that stops machines or installations from starting up unexpectedly or releasing energy during maintenance or cleaning work. Lockout physically blocks an energy source with a lock. Tagout attaches a warning label. Tryout verifies that the energy really has been isolated before any work begins.

02 Why it matters

Unexpected release of energy is one of the most common causes of serious industrial accidents. A poorly executed LOTOTO procedure can lead to crushing, electric shock, burns or explosion. Applied correctly, it saves lives.

03 In practice

In the energy, chemical and process industries, technicians regularly work on installations that are under high pressure, run at high temperatures or carry electrical voltage. At a compressor station, a refinery or an offshore platform, a correct LOTOTO procedure is not optional; it is the foundation of every maintenance system. Contractors working temporarily on site do not always know the installation, which raises the risk of a mistake. Training that rehearses LOTOTO against real installation scenarios, rather than a generic presentation, is the only approach that works.

What is the difference between Lockout and Tagout?
Lockout physically blocks an energy source with a padlock, so the installation cannot be started while the lock is in place. Tagout only attaches a warning label, without any physical block. Lockout offers more certainty and is the preferred method wherever physical isolation is possible.
Is LOTOTO mandatory in the Netherlands?
Yes. The Working Conditions Act and the Machinery Directive 2006/42/EC oblige employers to have adequate procedures for safe maintenance on machines and installations. LOTOTO is the recognised method of meeting that obligation. Specific sectors such as the chemical and energy industries impose additional requirements through NEN standards and ATEX regulation.
How do you train LOTOTO effectively?
Classroom training or a PDF procedure is not enough. Effective LOTOTO training lets people rehearse the procedure on the actual installation, or in a simulation that comes as close to it as possible. VR-based scenarios are particularly effective: people work through the full procedure, make mistakes in a safe environment, and learn to recognise those mistakes before they are standing on the real work floor.
